Cross Creek Ranch Sat Empty for Years. Here's What Finally Filled It In.

For most of its life, Cross Creek Ranch was Malibu's most expensive empty lot. The 13-acre development at 23465 Civic Center Way went up on a construction loan north of $130 million, one of the largest in Los Angeles County the year it closed, and then sat mostly dark behind finished storefronts for the better part of three years. One longtime visitor to the property described passing unlit windows for Ray-Ban, Le Labo, The Great and Frame while only Frankie's Bikinis and Lucy's Sunroom stayed open, calling the place a "brand-spanking-new-but-empty ghost town for what seemed like years."

That description doesn't hold anymore. Wally's Wine & Spirits held its public grand opening on May 31 this year, and by late June, KTLA's morning crew confirmed the doors were open and staying that way. Clark's Oyster Bar has been shucking since a grand opening dinner on October 28, 2025. Kith, Kith Treats, Madhappy, Frame Denim, Be Kind Pilates and Chitchat Coffee & Matcha round out a roster that finally matches the leasing brochure Malibu has been watching fill in for years.

What's interesting isn't that the shops filled in. It's when. Almost every one of these openings landed in the eighteen months after Malibu spent a spring cut off from the rest of the Westside, and that timing explains why nobody in town seems bothered that most of the new names are transplants from Beverly Hills and Santa Monica rather than anything invented here.

Why it took five years and then filled in almost overnight

Construction on Cross Creek Ranch was largely finished by 2023, but Caltrans roadwork and settlement talks with the city stalled the effective opening. A settlement in August 2023 got tenant improvements moving again, with a soft opening targeted for summer 2024. Rather than one ribbon cutting, businesses opened in waves as their individual build-outs finished, which is why the property spent years looking half-finished even as it was technically operating.

Overlapping almost exactly with that slow rollout was the closure of Pacific Coast Highway after the January 2025 Palisades Fire. The state closed the stretch between Chautauqua Boulevard and Carbon Beach Terrace to everyone except residents, first responders and essential business traffic. Governor Newsom's office put the closure at four and a half months when the highway reopened for Memorial Day weekend on May 23, 2025, with two lanes in each direction and a 25 mph limit through the construction zones. The Malibu Pacific Palisades Chamber of Commerce likened the reopening to daybreak after a long stretch of hardship for local businesses.

The numbers behind that struggle were steep. A joint analysis from Beacon Economics and Pepperdine's School of Public Policy found Malibu businesses saw an average 70 percent decline in revenue during the closure. Paradise Cove's owner told ABC7 his own numbers were down 40 percent even though his restaurant stayed reachable the entire time via Kanan Dume Road and Malibu Canyon. For four and a half months, leaving town for a bottle of wine or a decent oyster meant a canyon detour, and Cross Creek Ranch's tenant build-out landed on the other side of exactly that stretch.

The new tenants aren't new. That's the point.

None of this is a discovery play. Wally's already had locations in Beverly Hills and Santa Monica before it opened in Malibu. Clark's Oyster Bar came here after opening in Montecito in late 2024 and Menlo Park the following spring, following an Austin, Aspen and Houston base that goes back to 2012. Le Labo is a fragrance counter Malibu residents already knew from trips to other parts of the Westside.

That's the actual bet Cross Creek Ranch is making. After a year of driving to Santa Monica for the same bottle of Sancerre or the same lobster roll, the value isn't finding something new. It's not having to leave town for something you already buy.

Clark's is the clearest example of how this works

Clark's Malibu is the sixth Clark's Oyster Bar location under Austin-based MML Hospitality, and it arrived with the same saltwater aquarium and raw bar format regulars know from Austin and Aspen, adapted for a patio with views of the Santa Monica Mountains and interiors by Lambert McGuire Design. Oysters run $4.50 each, the Wedge Salad is $21, and happy hour Monday through Friday from 3 to 5 p.m. cuts martinis and burgers in half alongside $5 Trumer Pils.

The one thing at Clark's that isn't imported sits on the patio under the restaurant's marquee. Artist Claudia Taylor installed a sculpture series there made from manzanita burls recovered from Malibu's beaches after the Woolsey Fire, with clay rings inscribed with memories from the community.

"These trees are totems of resilience for our land and community."

It's a small detail, easy to miss between the raw bar and the wine list, but it's the one piece of the block that couldn't have come from anywhere else.

What's still not open

Not everything on the leasing brochure has arrived, and not everything nearby has recovered either.

• Pura Vida Miami is still listed as a coming tenant at Cross Creek Ranch, with no confirmed opening date as of this writing.
• The ocean end of Malibu Pier has been closed since January 2025 due to structural damage, with Ranch at the Pier's retail temporarily relocated to the Malibu Cabana and boat tours suspended. California State Parks has not published a reopening timeline. The Malibu Farm restaurant, located outside the closure zone, remains open.

That second point matters if you're planning a day around the pier rather than around Cross Creek Ranch. The two landmarks sit less than a mile apart on Civic Center Way, but one is filling in and the other is still waiting on a repair budget.

How the block fits into an actual weekend

The Malibu Farmers Market runs every Sunday from 9 a.m. to 2 p.m. at Legacy Park, a few blocks from Cross Creek Ranch on the same stretch of Civic Center Way. Aviator Nation Dreamland, across from the pier, keeps a rotating calendar of concerts and pop-ups. Out west, Trancas Country Market runs its own outdoor concert series on the lawn through the summer, and Malibu Bluffs Park keeps its usual run of city recreation programs, including skateboarding camps for kids at the park's skate park.

The city has had its own small wins this year too. The PCH Signal Synchronization Project, part of the broader post-fire infrastructure push, picked up the 2025 Transportation Project of the Year Award, a detail that says less about traffic lights than about a town still counting its recoveries one project at a time.

Cross Creek Ranch is one more entry on that list, not because it introduced Malibu to anything it hadn't seen before, but because it gave residents somewhere to spend a Tuesday night without getting back on PCH.
